The Virginia Department of Social Services Division of Family Services is committed to providing high quality, adoption-competent services and supports to adoptive and kinship families living in Virginia.

In 2020, VDSS launched the Regional Post Adoption Consortium Services (RPACS) approach to funding services, to ensure a consistent, comprehensive array of services to families across the Commonwealth. Shineforth is the lead agency in the Central and Eastern regions.

Available Services

Through the RPACS model, Shineforth, with collaborative partners C2Adopt, and Children’s Home Society of Virginia, is able to offer the following services at no cost to adoptive and kinship families with children or youth up to the age of 21*, and reside in the Central and Eastern regions of the state. 

*Youth ages 18-21 must be residing in the home to be eligible for services.
